If you have accepted license agreements on one workstation, but want to create your projects on another workstation, you can export your licenses by copying the accepted licenses folder from the Android Sdk Home folder (this should be installed under /licenses) folder of your current workstation, to the Android Sdk Home directory of the computer on which you now want to create your projects. In fact, you can simply go to cmd where you installed SDK and run cd to tools/bin in exmaple:./sdkmanager “platforms;android-26” and accept the license with y If you want to use the IDE to accept the license, I also found it easy to open Android Studio and create a new basic project to trigger the license agreements.
